Does the Precision and Stability of Value-Added Estimates of Teacher Performance Depend on the Types of Students They Serve?

چکیده
This paper investigates how the precision and stability of a teacher’s value-added estimate relates to the characteristics of the teacher’s students. Using a large administrative data set and a variety of teacher value-added estimators, it finds that the stability over time of teacher value-added estimates can depend on the previous achievement level of a teacher’s students. The differences are large in magnitude and statistically significant. The year-to-year stability level of teacher value-added estimates are typically 25% to more than 50% larger for teachers serving initially higher performing students compared to teachers with initially lower performing students. In addition, some differences are detected even when the number of student observations is artificially set to the same level and the data are pooled across two years to compute teacher value-added. Finally, the paper offers a policy simulation which demonstrates that teachers who face students with certain characteristics may be differentially likely to be the recipient of sanctions in a high stakes policy based on value-added estimates and more likely to see their estimates vary from yearto-year due to low stability. Shrinkage of Value-Added Estimates and Characteristics of Students with Hard-to-Predict Achievement Levels
It is common in the implementation of teacher accountability systems to use a procedure known as Empirical Bayes shrinkage to adjust the teacher value-added estimates by their level of precision. Because value-added estimates based on fewer students and students with “hard-topredict” achievement will be less precise, the procedure could have differential impacts on the probability that the teac...
متن کاملSensitivity of Teacher Value-Added Estimates to Student and Peer Control Variables
The validity of value-added models (VAMs) of teacher effectiveness depends on the ability of the measures to isolate teachers’ contributions to their students’ achievement. Existing VAMs differ in key aspects of their empirical specifications, however, leaving policymakers with little clear guidance on what factors are important to include when constructing a fair model. We examine the sensitiv...

Monitoring workers in the public sector services presents distinctive challenges because output is multidimensional and preferences for each dimension vary across clients, but for legal and political reasons performance measures often have to be standardized and cannot be based on market prices. We show that this creates three types of bias and identify these biases by applying “value-added” pa...
متن کاملTHREE TYPES OF COMMENTS ON CONTENT: TEACHER VS. PEER FEEDBACK
This study was conducted to examine the effect of three types of comments, i.e. imperatives, questions, and statements, with different communicative purposes, i.e. giving information and making a request, given by an ELT teacher and peers on students’ revision of their writings. Sixty-four female students, between 16 and 26 years old studying at high-intermediate level of English language prof...
متن کاملThe Intertemporal Stability of Teacher Effect Estimates
Recently, a number of school districts have begun using measures of teachers’ contributions to student test scores or teacher “value added” to determine salaries and other monetary rewards. In this paper we investigate the precision of valueadded measures by analyzing their inter-temporal stability. We find that these measures of teacher productivity are only moderately stable over time, with y...
